The Pre‑Construction Project Manager is responsible for developing and managing capital expenditure budgets, conducting comprehensive risk assessments, and implementing mitigation strategies to ensure projects are positioned for successful construction execution. The role includes managing survey contractor procurement and execution, ensuring deliverables align with engineering design requirements and project timelines. This position also leads cross‑functional coordination between development, engineering, permitting, and construction teams while monitoring pre‑construction schedules and ensuring smooth transition into construction. Strong financial acumen, stakeholder management skills, and the ability to identify cost‑saving opportunities while maintaining scope are essential.
Key Responsibilities
- Develop and manage capital expenditure (CapEx) budgets for pre‑construction activities.
- Conduct comprehensive risk assessments and implement mitigation strategies to reduce project exposure during pre‑construction.
- Manage procurement and execution of survey contractors, ensuring deliverables meet engineering design requirements and project timelines
- Lead cross‑functional coordination with development, engineering, permitting, and construction teams.
- Monitor and maintain pre‑construction schedules to ensure readiness for construction.
- Prepare projects for seamless transition into construction execution.
- Identify cost‑saving opportunities while protecting project scope and quality.
- Apply strong stakeholder management skills to align teams and maintain project momentum.
Education Requirements
- Bachelor’s degree in Engineering, Project Management, Land Surveying, or a related field.
- PMP certification preferred.
- 6–10 years of experience managing project execution, including contractor and vendor coordination.
