Job Description: This position is responsible for leading and managing the design of assigned transmission line and substation projects.
The Project Engineering Lead works in the Engineering & Construction (E&C) Group and is responsible for transmission line and HV substation projects from conception (Early Stage) through turnover to the execution team; typically, at a 30‐60% design completion level.
In the conceptual phase, the Project Engineering Lead works with the Early Stage Project Manager to define and influence the project requirements and scope with NextEra Energy Transmission Development Group. Projects can begin as FERC 1000 competitive transmission project proposals, or as greenfield projects for NEET affiliates (Lone Star, GridLiance, NEETNY, etc.).
The Project Engineering Lead shall secure engineering consulting resources when required from a list of approved suppliers by developing a scope of work, securing bids, evaluating, and awarding work through NEER’s Integrated Supply Chain (ISC) Group.
A critical performance requirement is the ability to direct consultant’s activities, conduct design reviews/optimize designs, develop design requirements document, define RFP deliverables, and manage all work to the prescribed deadlines.
The Project Engineering Lead must coordinate with other project stakeholders to identify and develop a transmission line route, suitable substation site, support the engineering data, and permits necessary to design and develop the project, including geotechnical and lidar data. Activities include competitively sourcing, selecting and contracting geotechnical, survey, engineering, and construction services, and supporting the E&C Cost Estimating Team with scope assumptions.
The position is responsible for coordinating the engineering deliverables in support of NEET’s FERC Order 1000 competitive request for proposals (RFP). Deliverables include scope of work documents, proposal technical content, RFPs for engineering services, input to presentations for management review, and vetting of technical solution against cost estimate assumptions.
The position requires coordination with other groups to ensure the projects are successful. Generally responsible for representing E&C’s internal and external interests on assigned projects, including presentations/briefing on current progress, issues, and risk mitigation in meetings with various levels of management.
Employee in this role will support early stage design for assigned projects by reviewing EOR drawings and organizing design reviews, technical specifications for major equipment, bid evaluations and contract oversight, and general problem solving.
Work with Early Stage Project Manager to define RFP schedule and deliverables, as well as the schedule for engineering activities and associated logic for the execution phase of the project.
Ensures schedules for technical deliverables, both proposal and execution, are consistent with lead times from consultants for engineering packages and material suppliers for major equipment.
Coordinates with project execution team members to validate technical solution and incorporate construction input; seeks input from execution team SMEs as conceptual design is developed.
Prepares engineering turnover documentation and holds meeting to transfer project materials and knowledge to execution team; continues to support execution team during transition period.
Required
Bachelor’s degree in Electrical, Mechanical or Civil/Structural Engineering.
Minimum of 7 years of direct experience in the development, design, engineering, and construction of high voltage transmission line and substation projects.
The ideal candidate must have a strong technical knowledge of both transmission and substation design, excellent communication and project management skills, a bias for action, proven analytical and problem‐solving skills, and an ability to provide value engineering and ensure design quality.
The position requires technical competence such as the ability to understand one line and three‐line diagrams, general arrangements, plan and profiles, efficient design principles (i.e., as‐installed cost factors), and other common deliverables/concepts.
Supporting FERC Order 1000 RFPs will require candidate to demonstrate adaptability to a dynamic environment with projects often characterized by rapidly evolving technical solutions, changing priorities, and tight deadlines.
Travel may be required within North America; 5‐10%.
Preferred
Project Engineering and/or Project Management experience with a strong bias for action.
PMP and/or P.E. in related discipline is a plus.
Proficiency with standard industry tools such as PLSCADD, Auto‐CAD, Primavera and other software is strongly desired.
